Bulbs like a great deal of automotive components have a finite service life. It can stand to reason that if one bulb has gone out ie the left headlight that the other is nearing the end of it's lifespan as well. Further newer bulbs tend to produce more lumens than older which some find irritating. For these reasons replacing bulbs in pairs provides peace of mind for many.
